The envoy described a situation in which criminal groups had expanded beyond their previous strongholds into areas that had maintained relative security, in which the state’s coercive capacity was being tested beyond its limits, and in which the combination of security collapse, humanitarian emergency, and governance failure was creating conditions that could produce an irreversible breakdown of any functioning social order.
