The expansion proceeded largely unchallenged by the Haitian National Police, which lacked the capacity to contest gang territorial advances in areas the police had effectively abandoned.
New neighborhoods brought under G9 influence experienced the familiar transition: extortion demands on businesses, restrictions on movement, the imposition of gang authority over community spaces and activities, and the displacement of residents and businesses that refused to accept or could not survive under gang governance conditions. In each newly controlled area, the pattern of criminal governance that had been established in the G9’s original strongholds was replicated.
Chérizier’s political positioning continued to evolve in 2022, with public statements that increasingly framed the G9’s activities as a revolutionary movement against Haiti’s corrupt elite rather than as criminal enterprise. The political framing found some resonance in communities that had been failed by both the state and the political class and that saw in Chérizier’s confrontational rhetoric an expression of grievances they shared, even if they did not endorse his methods.
The UN’s monitoring operation documented the territorial expansion in detailed reports that mapped the progressive erosion of state authority across the metropolitan area. The reports called for urgent international action to support the Haitian police and address the criminal-political nexus that enabled gang governance, but the recommendations remained largely unimplemented as the international community continued to debate the terms of any security intervention.
